Hamlets, small settlements, are everywhere in Adav, save the most inauspicious wastes. A few provinces, indeed, are so sparsely inhabited that even the local Capital is scarcely more than a few scattered buildings.

Hamlets can build a small number of units. They yield no tax revenues.
